It doesn't matter whether you want to be a Front End Web Developer or not, you must learn at least the basics of HTML and CSS. But before we jump into the main topic, lets take a quick look at what HTML and CSS is.

HTML

Hyper Text Markup Language also known as HTML is the foundation of any web pages. This markup language builds the structure of a web page. Learning HTML can be very easy but a good grasp of it, will help you in the long run as a web developer.

CSS

CSS or Cascading Style Sheets are used to describe the presentation of a web page. Using CSS you can enhance the beauty of your website.
